I'm betting in some cases at least, these are the natural lengths and weight of these animals.  but because people are constantly fishing, then killing and eating their catches, they don't get the chance to reach their full lengths or weight.  back in the day, fish were MUCH bigger than to day's catches.  they're not getting smaller; they're just not given the chance to reach their full potential size.
