12. cement walls do not cost any metal. Not sure what loki is talking about (unless he's using wood frames or scrap frames, that's a waste of time and materials). You can craft cement blocks to place using concrete mix. They can then be upgraded to full cement walls with a little more concrete mix. Then of course you have to use steel to go further.
