4. I strongly doubt is that staff even near 100% pure. More likely it's "cut". You should never compare prescription heroin which is always pure to that sold by criminals. In the 1930s, experiments were done demonstrating that morphine addicts could not reliably distinguish between injections of water and morphine: when they received water thinking it was morphine, their symptoms abated, but when they received morphine thinking it was water, they grew worse.
5. The price of heroin package of 100 pills (100% pure, a 5 mg) was just about $11 in 1940's Finland using 2016 currency when heroin was legal prescription drug (until 1957). The reason why Finns used heroin so much from 1930's to 1950's was its cheap price, good available and efficiency. You have to remember also that prescription heroin was 100% pure while most of illegal heroin sold on American streets are cut. E.g in 1970's average hardly more than 10-20%. If that 155 pounds have been legal prescription drug it won't have been more expensive than 1.5 million dollars.
