   A "Life over Limb" kind of effect, though that effect doesn't apply to building 7 since the building was, for the most part empty.
   
   The demo of Building 7 could have been more of a security of classified documents rather than fear of civilian casualties.
   
   It sounds fucked up, but if it was me making that call, and I was told there is a chance it could tip causing billions more in damages and thousands more in casualties. I think I would make the same call, the second you start entertaining the possibility of that outcome, you need to make a decision, and fast.
