These are MY favorite settlements of the ones that I have found. They may not necessarily be the best out there. If you find some cooler ones, I'd really be interested to hear about it.

Plus, rebuilding the castle walls is actually surprisingly fulfilling. And a tip for taking spectacle island. Be level 50+ and get rank 2 wasteland whisperer and at least 10 Charisma. I pacified the Mirelurk Queen and a Mirelurk hunter and made the Hunter kill the Queen without it fighting back.

I have a nice settlement going at red rocket
a bonus you forgot for #3 is that if you are sided with the BOS and want to have your space or outpost then its right their. (I have a tendency of pretending its a outpost for the main base lol)

i hate all the locations with buildings already there. its convenient at the start of the game, but at level 60, i want to designed my own massive looking technological fortress, not live in some shitty pre war building. almost every place is small in size and has annoying buildings in the way. starlight drivein is ok, but i build a city there with shops already. my current base is just sitting on top of the red rocket. i dont want to be in an underground vault either.
what about covanent

I was only lvl 15 when I cleared out spectacle island.
Man.. anyone have some idea for a relatively small settlement that isn't already pre-made and has a potential to look actually decent when done building on it?
you don't have to fight the mirelurks at spectacle island. there's a ship I believe at the south coast with a circuit breaker in it flip that and then quickly follow the wire to the center of the island. flip the second switch and bam the mirelurks won't attack you and they'll actually run from you.
My favorites are the Nuka World Red rocket and Finch farm, as both are near places where fights can happen
