8. if you toggle collision, some of the pipes are textured inside also and do alow you to walk through some
9. maybe it was the secret mission that wasnte finished 20 leagues under the sea
10. Why don't you follow one of the pipes to its start and end points?
11. or I could be the water purifier from fallout 3 that didn't get finished and buried
12. it was likely part of the planned underwater vault and content that was scraped before the game shipped
13. Probably was going to be a future DLC, but unfortunately Bethesda has all but given up with any new content for Fallout 4...
14. Isn't this part of a scrapped mission? I remember reading about a mission that was supposed to take us on an underwater mission looking for some kind of monster...
15. Spoiler this was actually going to be the east side, big DLC according to collected group of players. But Bethesda cut the DLC count in half so to it, and I quote "Not any longer being profitable to the company." So now we shall never now what is down under or to even what's to the south of the main map.

19. Alternate possibility , is that it was a Nuka Cola bottling plant that was flooded when the nukes changed the landscape and the sea rushed in. Chance of survivors less than 1/10%. Though I do hope the storyline will be updated to include these structures.
