He was convicted in 1998 or 1999 for cocaine which was "set up" by the cuban mafia and they didn't punish him for it like they normally would letting him get back into the game, and the steroids came after that, but he did this record jump in 1993 so he probably just did the steroids trying to relive his glory days after he got older a common practice.

From what i just read about Cocaine, it boosts your confidence and alertness which should be classified as an illegal preparation since it'll remove any kind of doubt you're experiencing before the jump etc.
