Not that I agree but one could argue that he didn't he wasn't dribbling at the start because he was trying to gain possession of the pass, he could have stepped out but I don't think that is something we could know from this angle, and if the ball was believed to been stripped away from him in such that he lost possession momentarily he wouldn't be called for up and down or a double dribble.

Lance didn't go out of bounds for one and yes he did get it deflected meaning it's not an up and down and because it was deflected he is allowed to pick up his dribble again without it being a double dribble because of the fact that when it's defected and you get it back it counts as you getting a whole new possession, good officiating on their part the only reason the fans and announcers as wells as y'all on YouTube don't understand that is because you aren't officials and don't know the rules like me and/or other officials.
