4. actually if you could get enough gold & influence on military city states you could get an awesome army, I won with Venice with Domination at my OSC. with venice, I did not expect them to sssssooooo good, I could refil my army when needed in matter of few turns.
   though I preffer poland or germany, one has free social policy every new age and well I'am polish so yeah, and other one can get big army from barbarian camps
   and they have nice tanks ^.^
