They have to keep hitting after, unless the Ref stops the fight then the fight is not over
There's reasons for the followup punch(es). 1. People can fight on the ground on their backs (jiu jitsu) so falling to the ground is not definitive. there have been incidents when the downed fighter immediately starting fighting off their back. 2. For the referee to stop the fight, the downed fighter has to be shown that he can't defend himself. If he doesn't react to a punch, the ref will stop the fight immediately. hopefully this helps explain.
Some people see those shots as unsportsmanlike but you're told to go until the ref stops you. It's why good refs are so well respected.
